    Description

      Repro steps:

      1. Set the time zone (both the OS and Jira) to -5:00 (hint: Jira will prompt to auto-adjust the timezone after changing the in OS first and refreshing the page)
      2. Open Overview, Home, in the Hierarchy mode.
      3. Create a Program Box (any name, date range today/today).
      4. Create a PI under the Program Box (any name, date range today/today).
      5. Create a sibling PI "under" the previous PI (same level, any name, suggested date range).

      Result:
      Validation error prompts, suggesting that dates of PI's will overlap.

      Expected result:
      PI is created with dates "today+1".

      Known workaround:
      As it is only a frontend glitch caused by the time zone miscalculation, it is possible to manually choose a date higher by one day, and then click create - the date will adjust to the proper date after creating (for example, when creating a Box with dates 2/Feb/2020-3/Mar/2020, manually select 3/Feb/2020-4/Mar/2020)
